East Africa's energy landscape is on the verge of a historic transformation. With construction of the East African Crude Oil Pipeline (EACOP) entering its final stages and first crude exports expected in October 2026, Uganda is preparing to join the ranks of Africa's oil-exporting nations. For the region, the milestone represents far more than the completion of a major infrastructure project. It signals the beginning of a new operational era that will test the resilience, reliability, and long-term value of one of the continent's most ambitious energy investments.
According to project officials, construction is expected to be substantially completed by the end of July 2026, paving the way for commissioning activities ahead of first oil exports through Tanzania's Port of Tanga. Once operational, the 1,443-kilometre pipeline will transport crude from Uganda's Tilenga and Kingfisher oil fields to international markets through the Indian Ocean, making it the world's longest electrically heated crude oil pipeline.
Beyond First Oil
The significance of EACOP extends well beyond commissioning. For Uganda, it unlocks the commercial development of oil reserves discovered in the Lake Albert Basin nearly two decades ago. For Tanzania, it strengthens the Port of Tanga's position as a strategic export hub while expanding opportunities across logistics, marine services, maintenance, and pipeline operations.
More importantly, the project now enters a phase where operational performance becomes as important as construction progress. Pipeline integrity management, corrosion control, emergency response, environmental stewardship, and workforce capability will determine whether the infrastructure delivers reliable performance over its operational life.
The project also remains under international scrutiny, with environmental groups continuing to raise concerns about ecosystems, protected habitats, and community livelihoods along the pipeline route. As exports begin, operators will face the dual responsibility of maintaining operational reliability while meeting environmental and social commitments.
A New Test for East Africa
The completion of EACOP marks the beginning, not the end, of East Africa's oil journey. Success will ultimately be measured not by the first cargo leaving Tanga, but by the region's ability to operate one of the world's most technologically advanced crude oil pipelines safely, efficiently, and sustainably.
EACOP is transitioning from a construction project to a strategic operating asset. The next phase will determine whether East Africa can convert world-class infrastructure into sustained economic value through operational excellence, engineering capability, and responsible asset management.
